Any thoughts about this inflatable floatation device?

Looks like you need 2 hands to actively use it in case of an emergency... I like the idea of having something small that can inflate, but doesn't an inflatable PDF make more sense? Something that you can actually put on?

Or am I missing something here?

Looks very compact which is nice. Seems like you need to use at least one hand to wrap around it. The one advantage seems to be that you do not need to take the extra step to get it up over your head and around your neck. While that may or may not be better depending on the situation and distance/duration you are in the water. But it also states that it is not a PFD & its not substitute for life jackets/swimming aids. So really it is not a good option for use in the US.
